If you're over 18 can your parents get your social security card?

My fiance lost his wallet, it had his ID, and SSN in it. His mom had his original birth certificate, but they won't take just that. My question is if his mom can go up there with her information and get his social security card. Or we are technically married in the state of Texas, common law married, if I can get his Social Security card.
