What is a good video card?

I just bought a nice computer with 8 gigs of RAM and an awesome chip set from Best Buy, however the video card in it does not seem to keep up with my gaming requirements. It came with a ATI Radeon HD 4350...could someone recommend me a decent video card that could run Mass Effect 2 or RIFT on max setting,,,without busting the wallet...I really don't feel like spending over $100.
